Swaper is an Estonian marketplace where users buy claim rights to consumer loans, vehicle leases and small business loans. The platform launched in October 2016; Swaper Platform OU in Tallinn, the company users contract with today, was registered on 20 May 2019 and is owned in full by Marina Tjulinova. It states in its own footer that it holds no financial services licence. Loans come from four originators: the Wandoo Finance group in Latvia and Spain, Wandoo Finance S.R.L. in Peru, One Leasing in North Macedonia, and SW Finance OU in Estonia, which is Swaper's own wholly owned subsidiary. Swaper and its largest originator are related parties: Tjulinova sits on the board of Neotech Development OU, which holds 13.8 percent of Wandoo Finance SIA. A buyback guarantee after 60 days of delay is owed by Swaper itself or by the originator depending on the loan, and the exact terms sit in each assignment agreement. Users can resell claims to other users at no fee.
